Good morning

"Our vehicle register holds details of the person who is recorded as the registered keeper, not who owns it."

Does this make DVLA checks by bailiffs a pointless exercise ?

The bill of sale (in owners name) and a contract made between the owner and keeper should be all that's needed. Thoughts please....

Bailiffs accept or ignore a DVLA check result to suit their own agenda. You are probably right, it could well be pointless making the check.

They go round in ANPR vans and indiscriminately clamp cars regardless who the keeper is.

The keeper names the driver on the NTO. If the driver responds, but doesn't pay, the bailiffs ANPR clamp the vehicle knowing it is not the debtors goods.
Run this Checklist. If no joy, then we'll fix it
