out of time statutory declaration

Can someone pls tell me who can counter sign the out of time declaration.

Quickest way is to use any high street solicitor. Fill in the form, take it to a solicitors, ask reception for someone who can swear it, a solicitor will come to reception, read it, swear it and sign it. Usually costs about £5. Take photo ID.

Any county court will do it for free.
I am a paralegal working for solicitors bringing proceedings against bailiffs for non-compliant enforcement action.
