The end of the road for bailiffs fees on PCNs?

A client has reported getting a refund of £310 enforcement fees following the recovery of what appears to be a valid PCN.

He used this letter back in April and this week, after a local councillor got stuck in - got a full refund.

We also got to see the councils contract with its bailiff company and a clause required the bailiff company to have £10M public liability and the policy document was attached. The council can simply draw its £310 from the policy.
I am a paralegal working for solicitors bringing proceedings against bailiffs for non-compliant enforcement action.
