Telephone the Traffic Enforcement Centre with the PCN number on 0300 123 1059 and say you did not get a Notice to Owner.

Then ask the DATE the warrant was issued, and to what ADDRESS. Write these down.

Before I can give any meaningful advice to help you. Can you answer the following question.

At what point did you become aware you had been fined?

Was it, AFTER you were convicted, or BEFORE you were convicted?

You make a statutory declaration under section 14 of the Magistrates Courts Act 1980. The law says the proceedings are void.

It must be sworn in before any solicitor or any county court can do it for free. It must be sent by RECORDED DELIVERY to an officer of the court at the sentencing magistrates court, or if you don't know it, then your local magistrates' court.

Here is more about how its done: http://www.dealingwithbailiffs.co.uk/Co ... iliffs.htm

Template attached. It kills the fine and gets the bailiffs off your back.
You do not have the required permissions to view the files attached to this post.

PE2 is nothing to do with TV licensing.

Follow post #10.

There is no statutory declaration form. It's a declaration notarized before a solicitor.

This thread seems to be a mixture of 2 issues.

I'm inclined to agree. If beauty can create a separate thread for the court fine then it leaves this one for the traffic debt.
