Dear All,

I have moved homes some time ago. Just recently I've received a letter from collect services stating that I have an unpaid Penalty Charge Notice issued by Hounslow Council which I new nothing about. I've never received any ticket. My guess is that it went to an old address. Do I understand correctly that I can appeal it by calling Traffic Enforcement Centre? Today the bailiff came back and charged £235 Enforcement Fee ( I wasn't at home at that time, he just left a letter). The letter says he will return with intention of taking control of goods. Can he force entry? Do I need to let him in? The letter says he "today called at my property to enforce the Warrant issued on the authority of the Traffic Enforcement Centre at the Country Court business Centre".
Any advice willbe highly appreciated.

Coould somebody please advice if I need to let the bailiff know that I am making an appeal? Apparently he came again today to my home address and left a letter. He added another £100 of his fees. Can he do that?

He cannot add £100 fees arbitrarily. He is messing you about.

When the appeal is filed with the TEC the enforcement power is suspended in real time.
Run this Checklist. If no joy, then we'll fix it

Thank you for your quick reply. That's what I thought about the fees. Do I need to let him know that I am making an appeal?

No, that is the council's responsibility.
Run this Checklist. If no joy, then we'll fix it
