I cant say I have ever done this before, but an educated guess will tell me that you invite the police force addressed to the Chief Constable to pay your costs in a Letter Before Action.

Give your bank details in the letter and set a deadline.

Then bring the action in the small claims court by completing a form N1.

Write a witness statement giving a first-hand account of the arrest and recovery of the vehicle and file that at court when you complete the Allocation Questionaire.
Not a solicitor. I am a paralegal for solicitors bringing proceedings against non-compliant enforcement action.
