Can anyone tell me the maximum penalty that can be imposed on a company director for ignoring (with no good reason) a request to name the driver of one of his company vehicles when a NIP is issued ?

There is no penalty because there is no extradition treaty for indictable offences let alone non-indictable ones. Any penalty is pointless because it cannot be enforced in Oman.

We don't know that Luxardo lives in Oman, he posted this thread from an Oman IP but most of his posts were made from Algeria, and a few from Kazakhstan...

When I am abroad using roaming data, I appear to give a London IP number. I was in Lisbon last week, likewise Gran Canaria last summer, my IP showed me to be in the UK.

I don't know why someone not in the UK would be concerned about a UK penalty. It can be dealt with on their return to the UK.
