i live abroad now and have done so for approx 5 years the bailiffs are going to my old address and threatening the person living there why???

There is nothing the bailiff can do. When he realises you are long gone, he will move on.

It's still recoverable. Just kill it off with a section 14 statutory declaration and the court will have to prove the offence all over again.
